Default 98 Club car 48 volt clicks and no go

I had a friend drop off his cart to me to check out. He said it worked last year and the batteries went bad so he put new batteries in it. I checked them and they are fully charged and good. It clicks, (the solenoid) when the throttle is depressed but is a no go. I went thru the diagnostics in the manual checking the forward/reverse switch, throttle potentiometer, bypassed the on board computer, - every diagnostic check is fine. I used a 12v battery and verified the motor will run as a test. I did several pages of testing. This controller has 3 large terminals and 3 small terminals. Small pin 1 powers 50v with the key on when the throttle is depressed. The other two small pins are the input for the potentiometer to the controller and the range is correct. One large terminal is 50v, one is a ground, one must be the wiring to be controlled by the controller. I am suspect the controller is bad. Any ideas?

If throttle potentiometer checks out ok, I would suspect the controller.

One thought. Just because the solenoid clicks doesn't mean it's good. Put your meter across the two large terminals. When the solenoids clicks it should read 0 volts.
