Since the brakes are cable operated you can selectively put drag on each wheel. That was an old dune buggy trick when they were built on VW pans. JC Whitney used to sell a two handle parking brake. You might be able to cobble something like that up.

With all of that weight on the rear end, I have not actually seen that many traction issues on my cart (or on my old dune buggy 4 decades ago).

Grampa cut the VW down and welded it back together. Brother and I then put a Maxx body on it, and a Corvair engine in back. Lot's of fun. After that was choppers. All these years later I guess carts is now the flavor of the month.

Like gfretwell we don't have an issue. We ride ours around the farm and there are two big hills. One grass and one packed dirt. We have never had a traction issue with one wheel spinning...
