Default 1987 Club car, Charger Super hot and loud, Random fuse hanging in cart???

Just purchased a 1987 club car. Plugged it in to charge it for first time, charger got super hot and loud, opened under the seat and this is what I find. There is an orange/red wire that goes from the charging port to this fuse. Then I am not sure where this fuse is supposed to be?? It was just hanging there.

Thank you!. didnt realize that was the buzzer. I realized that the charger was plugged into the middle batteries and not the battery on the end. So 2 of the batteries were not even being charged, and i believe that may be what was causing the charger to go crazy. I wired it up correclty and charger seems to not be going crazy anymore.
