No. The solenoid terminals are both positive. You won’t cause a short if you don’t touch anything else. The solenoid is basically a big on-off switch which requires power to close.

Jumping a solenoid will not hurt the controller short term. Obviously don’t leave the solenoid bypassed for too long- just for testing.

You should have 48v across the small solenoid terminals. Connect the neg lead of your meter to battery neg. With the pos meter lead measure to the large terminals. You should have 48v on one of the large terminals and slightly less on the other due to the precharge resistor.

Reading across a open will show pack voltage. Reading across a short will read zero. Check like I asked and if you got 48 on both sides of the solenoid it may be shorted. If you don't get 48 volts at the small terminals you may have a bad microsw that activates the solenoid. As an added safety precaution you need to get the wheels off the ground. It may take off on you. Another thing shorting things together is no way to troubleshoot. Maybe on the old resistor carts it was ok but on the newer electronic controllers cart its not.

You say you used a pair of pliers to jump the solenoid. What all did you touch?
