I am not a professional but I would speculate the voltage on the motor terminal at rest is normal. The controller actually furnishes controlled M- , a form of controlled B- to the other terminal "A" when the pedal is pressed and everything else is in proper working order. Try cgtech suggestion post 6.

I had a similar problem and come to find out it was the post on the motor where the positive cable ran. The nut that locked the post from the inside had come loose and was loosing contact, when warm caused the cart to attempt to go but not.
