Default 2004 CC DS - Non IQ Speed help

Hi Folks,
New member here! This forum is a wonder of information but basically I'm at information overload.
My sister and I purchased a 2004 CC DS Villager 4 48V at an estate sale. Cart is excellent condition but it is painfully slow: 13 mph by gps and radar. I replaced the batteries with new Trojans but that did not help. Based upon research here and serial number AA0409XXXX, it appears I have a non-IQ series model. I am not 100% sure but I think the motor is an ADC, It is blue and black and the model # is 5BC59JB56360. I can see the controller but can't tell what model it is, just that it is silver
I am looking for the most economical options to get more speed. Not wanting to win any drag races but something in the low 20's would be fine. We use the cart at our beach house and the terrain is pretty flat.
Between new controllers, motor, or speed codes and magnets, I'm at a bit of a loss as to what I need. Any advice is appreciated!

Taller tires = more speed less torque
upgrade controller = more torque
upgrade motor = more speed

There is no problem too big you can't throw money at it to fix.
