Default Help!!! Rebuilt G9 valve timing

I just rebuilt a yamaha G9 with oversized piston. I set the timing marks on crankshaft/camshaft dot to dot but seems like it has more suction then compression (very low compression 30lbs but feels like it sucking in a lot on down stroke). If I put my finger into the plug hole, I can feel it sucking in creating a vacuum. Valve clearance was set at 0.004" for both, both seem to be opening and closing but its almost like the intake isnt opening at all. Any thoughts??? Ive seen picts that show a hole in the camshaft to line up, but I think mine was just another dot on a gear.

Yes, valves go up and down. We aligned the marks on the gears but not to that hole so im not sure what is happening. I think we aligned both gears to the counterweight hole. It’s def out so it had to come apart
