Since it will not charge even when obc is by passed, could it be a battery problem instead of obc?

Are you sure you did the bypass correct? If so you have a bad connection at the receptacle. or blown fuse at the receptacle? You did ground the receptacle side of the fuse link, right?

All I did was take the fuse apart (gray wire coming out of receptacle) put a jumper wire in it and attach it to - on #6 battery. Do I need to do something different? If so please explain.

have you checked and load tested batts? i thought you did, unless you have a battery miswired somewhere but if all that is ok batts wired right connections clean and tight 10 gage wires from charge receptical in the right place, cable going thur OBC and not around it i would change the OBC...............................

I did have the batteries load tested and 2 failed the test. Would this cause it not to charge even with obc by passed? Should I change out these 2 batts first before I change out obc?

when the obc is by passed should the charger kick on and charge no matter what shape the batteries are in? When I reset the obc, i get 48v at receptacle after I plugg in charger and try to charge and remove it I am back at only 36v at receptacle. Can anyone explain this?

Which side of the fused connection did you connect to the negative side of the pack? It should be the receptacle side of the fuse link that gets connected to the negative 48v. Hope this clarifies what I said earlier .....
