A lot of the time this repair work is more like detective work. I think you should go back and look long and hard at this receptacle and cable work you mentioned which was the start of all this trouble. It is likely you have something connected wrong. Reversed polarity or?

OK so lets try eliminating at leas 1 thing so we can focus on the next.
Remove the jumper U put on the charger to bypass OBC (is U did install a jumper)
Take the charger to your local shop or
swap with a buddy who has a 48 volt CC and test the charger.
If it passes and is OK then we can forget about charger and move on.
If it does not pass then have it fixed , and then we can move on.

It's hard to trouble shoot multiple things at 1 time .
