If solenoid dosen't spark when I jump it with a screw driver, is it bad

NO , because there may not be voltage on either side to cause a spark ?
PS causing sparks at 300+ amps is like welding ( U do not want to see sparks)

get a meter and post each batteries voltage here
also post the voltage across the entire pack , here
