Even with the FNR lever by your leg, it can still be a PDS. The only way to be sure is pull the controller cover and look. PDS will have connections on the face as well as the end. It does sound like you have a controller issue.

I just took the OP's word for it that it was a 1999, PDS didn't arrive until 2001.
Maybe the MFG code will tell different.
I agree that it sounds like the controller.

I had a March 2000 PDS so they are out there. Pulling the black cover will tell us all

The controller has no wiring connections on the face of the controller. There is a 10 pin connector on the top next to large posts. There are 3 large terminals and 2 smaller ternimals. The 2 smaller ones go to the motor. I think one of the three goes back to B- and the other two large ones go to the motor also. Solenoid has 5 posts and it is attached to a braket on the front of the controller. The cart is a 1999 TXT. I have pictures that I have taken but am on a campground wireless connection and probably won't be able to transmit until I get home. Got pics of the controller and serial number plate also.
