Arrow 05 48V Won't Go Sometimes. Solenoid Issue?

I have a 2005 Club Car 48V DS, serial number AQ0547-573283 that won't go. Batteries are charged and showing 49 volts. With key on and switch in F, nothing happens when the pedal is pushed. Every once in a while, if you hold the pedal down for 10-15 seconds OR push it up and down repeatedly, you will hear the solenoid click and the cart will run fine . . . until you release the pedal. My first thought was the solenoid so I checked it out: There are 2 activator wires going to the solenoid, one blue and one blue/white. The blue appears to be + and the blue/white appears to be -. With the key on and pedal engaged, I am reading only 29 volts across the terminals. When I test each wire individually by placing the "other" lead directly on the batteries I am seeing the lower voltage (29 volts) only on the blue/white wire. The blue wire reads 49 volts when grounded directly to the battery. The blue white/white wire leads to control module. The large ground lug on the control module is showing proper ground. Is the control module done? Finally, I tested the solenoid by jumping the activator posts directly to battery and it clicked just like it was supposed to. I def think my problem is in the activator wires/system, not the actual solenoid. Thoughts?

Thank you, thank you.

I think you are on the right track. The OBC controls the - side of the solenoid activation circuit.

Try the same procedure in reverse instead of forward. It will be accompanied by the reverse buzzer and makes it much easier to detect if the entire system is dropping out or something as simple as an MCOR throttle switch. Let me know if the buzzer and the problem go hand in hand with each other. Or if you're getting a buzzer all the time, but only intermittent operation. If it's operating intermittently but the buzzer stays strong my money is on the MCOR. This would indicate that the system is booted up, but you're not triggering the solenoid with the throttle switch. If the buzzer turns off and car quits running, you've got an OBC or Controller issue.
