Default Charging Question

I have had my cart stored since the end of Oct and have been charging the batteries every 3 weeks. I noticed today that battery #3 has a reading of 9.5v, which is not good. My batteries are 6.5yrs old and will be getting a new pack come spring. Now my question is, when I plugged my charger in the chargers meter went to around 10/12v and went down to 4/5v within 5min. Is this because of the shot battery? With the charger plugged in the #3 battery reads 15v and the pack shows 57v.

#3 is shot and not letting the full charging current through it. It most likely has a bad cell. You could try an automotive load tester on it, but I'll bet it's done.
Not to correct you, but you did mean amps for your charger reading?

Correct, I meant amps. I figured that battery #3 was the cause. I just keep them charged so they don't freeze even though I will be replacing them when I take it out of storage.

I would swap #3 to the last battery in the pack and the others should get some voltage passed through them at least.

Just checked the voltage on all 4 batteries after charging yesterday.
Batteries 1,2,4 are 12.4v and #3 is 10.1v. obviously shot and has a bad cell. Like I said I'm not concerned since a new pack will be installed when I take it out of storage. My only concern is the possibility of #3 freezing, is this a concern?
