You need new pads for sure, those are gone. Drums may or may not be OK depending on how long you ran them like that. I would try new pads first though and see if that works.

Get a couple of cans of brake cleaner and hose everything off real good.

Cars won't last long like that, but a buggy may not suffer quite as bad from metal on metal.

When I pulled the drum off a piece of material came out, this may be the "friction material" your speaking of. The inside of the drum is smooth as butter

since the drums are smooth.....your in good shape. just buy yourself a set of shoes, clean everything up......lube what is needed, install and adjust.

looks like the linings are shot. TIP: both sides are the same, but mirror image of each other. Do one side at a time so you can use your "chinese blueprint" on the other side to copy from if you get confused. take care to Clean Everything Well!! also the linings are specific for leading/trailing, meaning their is a front and rear lining.

+1 on using a side as a blueprint if your not familiar with brakes

I'm a fan of changing the springs when I do shoes. The springs lose resiliency over time and spring kits are fairly cheap.

Make sure you lube the back of the shoes & the 1 side of the adjuster per the manual and pre-adjust the adjuster.

That is a self adjuster and may not like manual adjusting, but some people leave a couple threads showing when they install them.

To self-adjust brakes, do several panic stops from full speed and release pedal just before cart stops. (Place your foot on the bottom part of pedal so you don't set the parking brake and not release brakes before cart stops, otherwise the brakes don't self-adjust.)
