The course I'm playing now does. It is owned by an individual I ask him before I went on the course with it. He just said don't spin the tires and it would be ok.

Since my son sold his membership 12 years ago, he's been playing as a guest or on public courses. I figured if I just asked, I'd get the knee-jerk answer of "turf only" regardless of what is really enforced.

Well all they can do is say those tires are not allowed. I would just go ahead and not say anything, make them come to you and tell you. A lot of times they are afraid they will loose a paying customer and just let it go.
