My mistake, i checked for resistance. Nothing registers at any pedal position. Is that a likely mcor fail? And is there anyway to bypass that and test?

You cannot by-pass but you can try cleaning the inside of the MCOR with contact cleaner:

It looks like the mcor typically is “jerky” when it fails. Is a complete absence of throttle response just an advanced stage of failure when the resistance on white/yellow tests as infinite?

You should be measuring the resistance directly at the MCOR pins to eliminate bad wire/connector issues.

I think it would be really hard for the MCOR to totally loose the resistance path, it is a pretty simple device, basically an over sized potentiometer like the PB-6 just a lot more redundant and robust.

I measured it at the pins, off the cart, neither mcor plug installed

In that case you better get a new OEM MCOR from RevolutionGolfCars.com

You may want to take that old one apart later to see how that unit managed to interrupt the signal path.
