Fuses are used to protect the wiring, the appliance and the integrity of the cart.

This is not complete and is unsafe to wire this way:

I have everything wired but I have a problem. The two light switches don't seem to be working independently of one another. I have to turn on both light switches to get the two sets of lights to work. One switch does nothing and the second turns on both of them, but the first switch has to be on for the second one to turn on the lights. When they are lit, one set is slow to light and is very dim.

Also, the yellow wire doesn't seem to do anything. Presently, it is not connected and the lights still come on. I originally had it connected to the key switch (by splicing it into the existing wires) and the cart would run without the key even being turn on. when I cut the yellow wire, that solved that problem.

I'm tired of scratching my head. Can anyone help?

Good catch Doug, I missed the fuse in my diagram.
Of course I would never miss it in my install. That is just common sense.
I fuse in and out of the reducer.... here is the picture ... with a fuse

I know you are careful with your installs, some people just follow along without thought and wire as shown.
With that in mind, you will also need to add a fuse to the key switch and voltmeter shown, I know Ezgo doesn't fuse these but they are incorrect, Club Cars are fused correctly.
