Frame Voltage

I have a stock 2010 Precedent. It seems like the batteries were discharging too quickly while the cart was not being used. I decided to check for frame voltage and found it to be about 38 volts, and yes I pulled out all the batteries, neutralized with baking soda solution, washed out tub and got the same results. After reading many posts on frame voltage I tracked it down to the orange and blue wires (smaller gauge) going to the motor. Wondering if that would cause my batteries to discharge quicker than normal and what do I need to do to fix the issue? Also wondering if it is something I need to fix? I need new batteries and don't want to trash a new set due to this stray voltage.
