I have not been able to feel the controller for heat. It will run 23 mph on stock tires and has a stock controller 250 a

SteveGrinch (avatar) may be on to something. Controller gets hot and goes into "Limp" mode? Was my initial thought, too.

I did notice one more thing. When it slows down to half speed the battery light comes on but after it sits I don't get any battery light

I suppose it could be an over heating problem. Maybe the controller. Do you have someone who could switch out with you for a test. Do you have a laser temp gun you could use to check for hot items.

You mean borrow a controller to change this one out? Yes I have a heat laser device but what is hot and what is to hot?

I'm not sure of the temps, but you could find what temp it drops out. If it does it every time, I think that would point to the fault item. Just my thinking.
