I am sure You already checked that the cart only has 1 pack negative cable and it goes through the OBC.
Is there anything else tapped directly Off the batteries like a DC converter? If You leave the charger plugged to the cart, does the pack voltage gets to +60v? If it does, measure the individual battery voltages when the pack is above +60v to see if all batteries are the same on any stand out below average. |

yes, only 1 wire on pack negative, and it does run through the obc.
Right now charger is at 6 amps, and voltage is 60.2. Individual volts are : 10.15 10.10 10.13 10.12 10.13 10.10 |

Those voltages look pretty good, the pack appears well balanced.
If the OBC wiring is correct and there is nothing draining the batteries, I would guess the OBC must be malfunctioning and not allowing the pack during charge to "absorb" all the energy that was used during the discharge cycle. |

there is some sort of reducer that someone installed up under the front end of the cart. How should i go about checking it ? Unhook it and let the batteries sit for a day then check voltage?
Once the charger cuts off, should i rehook the wires back as they were? |

charger has been running for about 3 hours at 6 amps and 60 volts. The volts have never climbed higher than 60. Is that right? I thought it should be about 63?

63 is the equalization charge voltage.

ok,i figured this was in that stage, since i charged 2 days ago, and have not tried driving it since, just clipped the charge recept black and grey to pack negative and plugged charger in about 4 hours ago, hasn't moved from 59/60 volts or from 6 amps.

If I understood you correctly you have the OBC bypassed by connecting the charger neg to bat-. You know your charger won't shut off in that condition don't you.

Now wait at least an hour preferably more and measure the pack voltage. Should be about 50.9.
