Don't think that throttle position sensor is CHEAP. If it is the problem, buy an OEM replacement, not aftermarket or you will regret it. Has the "box" or frame work been bent at all?

The throttle sensor plug will be unplugged from the cart harness, so no power will be present. Typical ohm meters will be damaged trying to read with power present. You test the plug that is connected to the throttle sensor, not the portion that goes to the controller.

Awesome! Thank you again. I guess I should check all possibilities with full motion of the pedal. Are there contacts inside that may need cleaning?

The sensor itself is pretty well sealed , not very cleanable. Besides, you wanna have to do that every 6 months? If its out of range, replace it with OEM one.
