Next time You go up a hill, keep the pedal all the way down, when you get on top of the hill, stop the cart and check the coil.

If the coil is glowing hot, that is your problem.

I’m having the same issue on a 99 Club Car. The energy displacement resistor coil is glowing red when the cart can no longer make it up the hill. My question is does both the solenoid and the coil need to be replaced? Is the solenoid a special type or just a standard 48V solenoid?

Just replace the solenoid. Any standard 48 volt golf car solenoid will work. The factory solenoid does not have a diode, nor a pre-charge resistor, so make sure you order a replacement solenoid that matches the application.
