Default 2004 villager is slow

Hello All...first timer here. I am the proud owner of 2, 2004 Villager 6's. They are 48 volt. We operate them 6 months a year. Last year we bought 6 new batteries for each cart. To the best of my knowledge the batteries are fine. Using my voltmeter i get ~ 9.5 volts immediately following a charge and 8.5-9 volts soon after a charge while the carts have been stationary. My problem is, one cart is slower than the other. When we first noticed the difference my kids and I ran a test. Using the same group of youngsters in each cart and the same starting and ending point the following times came in. One cart finished in 1 minute 21 seconds while the other finished in 1 minute and 36 seconds. I am not a mechanic but would prefer to learn how to fix these carts as the nearest shop is one hour away. Any thoughts are appreciated and I thank you in advance.

Are the uphill and flat road speeds the same?
Are the tires and rear axle ratios the same?
What controllers are installed?

Thank you for the reply. the uphill and flat speeds are not the same. the slower cart is slower. sometimes it seems the slower cart starts off OK but then within seconds slows down and its max speed is noticeably slower. the tires and axle ratios are the same. i will check on controllers. i think they are originals but will confirm. thanks again

15 seconds not a really big difference. Sometimes it’s just the difference in carts. Or tire pressure, one may have brake rubbing slightly, even batteries can have an impact. Even though you replaced both sets last year.
