If the pedal, controller, and solenoid, are working the problem could be in the F&R device or the high amperage cables.

If everything's working properly and the resting pack voltage is 48V, I think your batteries might need to be considered. They're sitting around 50% SOC right now and one maybe dropping out under load. Sounds like it has enough juice to turn the wheels without a load but not enough under it's own weight. What's the date stamp on the batteries and do you their history?

The batteries are actually Brad new. I just bought them about 2 months ago. I originally thought the F/R was my issue so I bought a new one. Btw I’m running the stock style with the ms1 not the toggle style.

Is there a fairly easy way to test the motor while it’s still on the cart just to be sure it’s good?

The stock F&R is okay with this kit. Do you have the Copper bus bar installed across the 2 bottom terminals per instruction? Maybe you could post some pics of the F&R & general installation so we can see if we see something wrong.
