No. If you can rotate both wheels forward AT THE SAME TIME with the cart in the air the motor is not locked up.

What I'm trying to understand is how you can push the cart forward and you say one wheel is rotating backwards.

You can’t! It won’t move. When you try to push it forward, you can see one wheel “trying” to go backward

I can take a video tomorrow - but basically - if the cart is on the ground - and I push the cart forward, the wheel on the passenger side will move in the correct direction. The wheel on the driver side will try to go the opposite direction of the direction I am pushing.

You can see it "trying" to go that way, and you can see the other "trying" to go the opposite. It'll move a minuscule amount that nets a 0 as they "try" to move. Almost as if the wheel "starts" to turn, but can't because the other is going the opposite way.

If you are sure the brake is not locked up I know what I would do. I would tie a rope to it and have somebody pull it with a truck and see if it frees up. If it does, that's no guarantee the motor is good. Does the cart have batteries in it?

The brake may be locked up - but once the wheels are off the round, the wheels will turn, just not easily. And when I say "not easily" - it takes a socket on the lugs, with an extended handle to move them. They loosen up sometimes, and then will tighten back up. It's possible I suppose the weight from the cart on the ground, may make the brakes "relock" so that they won't turn.

Yes, the cart has Trojans in it.

Also - I can certainly tie it up and drag it!
