Default Par Car - Quiq Q Charger Question

Hello, I have a Par Car (2005) which has a QuiQ Q Charger. I recently replaced all batteries (48v) and when I plug in to charge the charger is only getting to the first Ammeter reading and the amber light is blinking. I have checked over all my work and cannot find anything I missed. Could the charger be bad? I left it overnight and eventually the charger just timed out. Thank you for any insight.... It's my first electric cart.

I attached the DQ charger manual for you to look over, it's easier than playing 21 questions back and forth. If it's the original charger, it's well past its prime though.

I have recently had the same issue with my charger. When plugged in it would only trickle charge. Only the single led bar would light. it would stay in that state until it would time out (wouldn't fully charge). I had a spare charger which I hooked up and was back in business, charging like a champ. Also cured another problem I was having. An intermittent "no go" of the cart (no forward or reverse). Believe it was a problem with the charge interlock circuit in the charger.
