2002 DS starts fast then slows down

I have a 2002 DS that has all the symptoms of a bad speed controller, but from what I can tell, they are only on the 2004 and up models? Can anyone tell me how the speed is controlled on this year of DS? Is it all in the controller? Something in the motor?
I replaced the 6 - 8v batteries this spring. Same make/model as the previous set. The cart backs up and starts moving as it always has. Once moving, it slows to about half of what the top speed was. Also no longer slows itself while going down a large hill. Nor does it alarm when pushed with the tow/run in the run position. It stinks of a speed control issue. Can't find a part listed for that though. Thanks. Dan
