Default G16 Controller?

Picked up a free 99 G16. I was told that the cart ran fine then started slowing down, then died, then sat in my father in laws barn for a year.

I found a broke connection on one of the motor winding studs. Checked the batteries, charged them fully, now I get a faint buzz at the motor and the cart wants to move but doesn't go. Checked the thottle postion and it ohms out correctly. I can jump the motor directly and the cart wheels move fast. Jumped the motor to move the cart to my garage and it moved quickly like a normal cart does. All connctions are cleaned up, no arcing or bad wires per meter.

I think I've narrowed it down to the controller, anything else I should check before dropping $$$ for an Alltrax?
