Default Painted body ?????

2000.5 CC DS. Started sanding the body and the material is coming off like paint. Under the top finish it appears to be a type of "primer" then the raw plastic body.
Were these bodies factory painted?
Does this material need an adhesion coat before the primer?
Could this be some kind of gel coat? (such as my boat has)

The top is unfinished, or raw plastic and it will be done with flat black Krylon Fusion, but the body will be painted with Duplicolour base/clear

Yes John the top and body will need adhesion promoter. Especially on the top and you need to get some scotch brite pads and a degreaser and clean the crap out of the top to get the mold release formula off. As far as paint my club car seems to have paint where it has been chipped but I know club car is famous for their armor flex bodies and the color is actually soaked into the material. More help will come from the pros!

Ok John lets see if we can help, but a couple of questions first seeing as how I can't see the body. So if I understand you correctly you are sanding the current body color,(what color is it)? And beneath that what color is it? Most newer bodies have the color molded in the plastic so you really only need to go down to that color and not penetrate it beyond that if possible because the plastic will start to "for lack of a better term" get fuzzy, and that creates a whole new problem.
Is there any way you can post a couple of close up picks so we can better help you? After that we can easily walk you through the process. As I tell everyone take you're time and don't get in a hurry with the prep, an extra couple hours now can save you a disaster later. Oh an thank you Colt for the compliment.

Thanks Master. The body is white. I will take some pics this morning and try to figure out how to post them. I'm old and puter illiterate, so will get the better half to help.

Ok don't sand anymore because you have gone all the way to the bare plastic. Is there something wrong with the top layer or are you just trying to scuff it for paint?

I got a little bit aggressive on grinding the jb weld and tried to feather the surrounding area. Suddenly I was through the top coat. Is the body cast/moulded or whatever, then sprayed with the black stuff, and then the finish (white) top coat? Thought that the plastic would be the same colour all the way through, not like a car with layers of paint on the metal. Should I just spray with adhesion promotor and then prime and finish levelling off with a glazing compound?

Yeah ya got a little carried away there didn't ya.
Just go with level out the JB weld "I am assuming you are filling in the no step holes",clean, then some adhesion in that area then level out with some polyester glazing putty, sand, clean then prime.
For the rest of it unless you are doing more bodywork just scuff it with red scotchbrite, clean, adhesion promoter then paint.
