Snuck up to the cottage during lunch with voltmeter and did some checking. Here is what I found....

Borrowed a buddies charger (he has the PowerDrive 1.....I've been using PowerDrive2). Saw no difference. System clicks on, needle at zero, tries to climb....but goes back to zero and stays (low humming noise). So looks like its not the charger.

Readings from the batteries:
Battery 1 - 10.6V without charger (23.4V with charger on)
Battery 2 - 9.9V without charger (11.8V with charger on)
Battery 3 - 9.0V without charger (11.8V with charger on)
Battery 4 - 12.0V without charger (12.1 V with charger on)
Across Pack - 42.1V without charger (58.2V with charger on)

Left the charger on for 15-20 minutes...no movement from charger needle. Disconnected charger and tried a few things. Reverse buzzer works, Lights work, get click in back of cart when drive pedal pushed. Cart tries to move, but not enough power.

To me, it looks like battery 1 is shorted out and not allowing the charger to deliver charge to rest of pack. What do the experts think?

You've definitely got some sort of issue with the batteries for sure.... Can you load test them individually?

That battery #1 is dead, when You turn the charger on You can see it absorbs the entire voltage raised by the charger due to its high internal impedance so there is no current flow.

If You were tapping that battery for lights, etc, You may have an issue with a parasitic current draw.
