Default At my wits end

A little history, My engine is just over a year old from CTRebuilds .
I lose power on any steep grade, Ive replaced Drive belt, Carb, and Fuel pump,Adjusted the governor, (can you get them too tight?)
I live in the country and it gets put on some pretty rough terrain at times, is a 2005 TXT
I took it to the bottom of my hill tonight to see what it was doing under a load, Took the seat off and tried to run it back up hill. Drive clutch Did not bring belt all the way to top maybe 1/2 way, Engine just wasnt developing the RPMs needed, plus light back fire , Not all the time but some The Cable on the carb was wide open

Im now thinking the Timing belt slipped.
Can you check that with the cover on? through that access hole?
I dont see anyway to remove the drive clutch with out pulling the engine, So If i have to remove the cover Im going to destroy it LOL

Any Help /advise is and will be appreciated
I have also adjusted valves , Have great compression and new plugs

Take all the timing belt cover bolts off hold the cover open and peek down to the timing marks. It's a little trying on your patients, but it can be done. I replaced my timing belt without pulling the clutch.

Check plugs....check that they are firing all the time.
Does it smoke at all?

No, Just no power on grades , Ill pull the plugs again just put new ones in but wont hurt to check them. Had 150 lbs compression both cylinders give or take a few LBs
The slight back firing is making me think Timing belt

Update
it was a combination
I took it to Cart repair place and they charged me 75 bucks just to tell me they couldnt figure it out.
Brought it home, let it sit . then decided i was going to fix it. compression had dropped to 120 on one cylinder so I pulled the head just to see what was going on. 3 of the valves were dished, Bought new valves lapped them in and reinstalled , not much help but some . then a guy i had helping me said crank it over while he held both plug wires.I thought he was nuts( still do) Needless to say i bought another new coil reran the valves and the Cart is running great again
