The cutting out with a load on it could be a poor connection somewhere, or a battery going bad, or very possible a MCOR going bad, but the load shouldn't make a difference on the MCOR.

This was the load voltage off of a full charge. Once I pressed the pedal it started dropping significantly. When I got to a small hill it dropped to 34 volts. Trojan batteries, not sure about the age of them, cart is a 2010 but I don't think they are factory

That resting voltage is a little low, and the voltage drop is way low, even for a hill. Either a bad battery or a bad cable connection somewhere. Load test the batteries individually to find the one that drops the most.

Make sure you also put the meter probes correctly on the meter.

The Black goes on "COM" and the Red on the VΩmA.
