Default Is the motor bad

Is my motor going bad??
Have a 1996 EZ-GO Textron NON PDS, have replaced all six batteries and all cables. Speed is fine on hard surface but when I get in the grass and softer ground, it will barely pull itself through it. Have gone through the troubleshooting manual and conducted testing of batteries, solenoid, and ITS switch, all voltage is test are within ranges according to troubleshooting specs in manual. Are there any test I can do to the motor? Any help will be appreciated. Thanks

Have you checked your brakes?

It's rare that these motors go bad but anything's possible.
Obviously it runs so checking continuity is useless. The only thing left to check would be brushes and bushings. That can only be done by physically removing the motor.
I would start by checking your battery voltages, the total pack voltage after charging and resting should be about 38.2v. You could even have 1 bad battery, each one should be about 6.4v.
If that is not your problem, an upgrade to 4ga cables would give you more torque to handle the soft ground and inclines.

Wheels spin freely, checked that when I had it jacked up

Had 38.1 after charging and each battery showed 6.3 to 6.5, the only thing I did notice is when I had the rear wheels jacked up, I did here a whining noise coming from the motor that I don't hear when driving, figured this may be just vecause everything was turning faster since the wheels where off the ground

Voltage looks fine and the whining noise you hear is probably just the noise brushes make on a spinning motor at high speed.
I know you cables are new, are they 4ga cables?
When you replaced cables did you replace them all or just the ones on the batteries?

just used standard cables like was on it, did not put 4 guage on, replaced all battery cables

That may not be too bad, it will restrict your full load or uphill torque a little.
When you replaced cables did you replace them all or just the ones on the batteries?

Just the battery cables and the 2 from the batteries to the solenoid

Uh-oh... that's not good. You have to do them all. You made better flow to the controller but it stops there. You need to do the rest of them now....
