Sounds like you have a PDS cart.

If it rolled away unmanned, the controller tried to limit the speed to 2MPH using regen braking and it it could have taken out the controller, solenoid, battery pack or a high current cable.

What is the battery pack voltage and does the solenoid click?

interesting. Have you tried cycling the Run/Tow switch? Approximately how fast did the cart get to rolling? Faster than you can walk?

Another thought. If it was a runaway, maybe the control wires between dash and controller got snagged on something.

Let's start by checking the battery pack and work forward from there.
What is the battery pack voltage. (38.2V is what a fully charged 36V battery pack should be.)

Next:
Does the solenoid click when pedal is pushed?

I have to do some honey-do stuff, but will be back later and others may chime in as to what do do next, depending on the results of above.
