Default Club Car Shifts Hard

Club Car shifts hard. It has a new cable. I am wondering if I could release some of the tension on the detent spring to let it shift easier. I can shift it by hand but it is hard.

Does the cable move free and easy when it's out of the cart? I know it's new but it may just need lubed, you never know for sure.
