You should have the rear wheels OFF the ground/up on jack stands before doing any of these tests in this thread Safety first

Yes indeed! Jack stands!! Safety first! Sometimes we get carried away with the technical parts troubleshooting and forget about the safety precautions as you mention. A lot of owners of used golf carts do not have a service manual that list safety precautions to be taken working on or operating golf carts and some with new carts don't read the manual. A cart can take off without warning in either direction if something gets bypassed or accidentally shorted while troubleshooting. Sometimes they will take of for no apparent reason and sometime when a child or a pet jumps in the cart and hits the pedal and the switch is on it will take off. Always the switch should be off and brake applied when left unattended. Some posters have even disabled the reverse beepers. That is a no-no. If someone doesn't understand this then they should carry cart to a shop for repair.
