Default One rear wheel not spinning

I have a 1990 Club Car DS 36 volt. With the rear end in the air, when I hit the accelerator, the rear passenger tire spins very fast. The driver side barely wants to move at all. When I let off the pedal, the driver side stops immediately. The passenger side coasts to a gradual stop. I took off the drum and turned the shoes in a couple turns, yet still same problem. Has anyone experienced this before?

You have a brake hanging up, but probably not enough to worry about.
Both wheels will spin equally assuming the frictional drag from the bearings, hub seal, and brake drums are equal on each side. This rarely happens.
Remove the brake drums and just clean everything out with some brake cleaner. Should take care of a lot of that.
