Charger needle not going all the way down
I have a 2013 club car precedent , all new everything. The charger is fully charging the batteries because they check almost 51 v after a charge. My question is, the charger always cuts off where the needle is around 4 amps , it never goes all the way down to 0. Im probably worrying for nothing. Lol

Yes, you are The charger will not go to zero.
Your battery pack should reach 57-65v at the cut off and the pack should measure 50.9v 12-24 hours after the charge when it has time to settle |

It never goes to 0. It will go down to three or four amps and then be done. L
