Default Newbie question about regen braking

We bought a RXV last year and it has the regen braking system. I assumed it was normal for this to whine when you are not accelerating. It just is a bit loud and annoying. Is this normal? or is there something you can do to switch, like get a new conroller and upgrade brakes?

I am not extremely mechanically inclined, but know the basics. Any insights are greatly appreciated.

I have a 99 EZGO with no tow switch and back wheels are locked up. Is Nuetral considered Tow Mode? Any ideas to get it rolling?

Older RXV's or ones with high milage tend to whine.
No problem.. Dose not affect cart.
Only sure way to eliminate whine is to replace rear end.
Costs about the same as rebuilding and a rebuild can still be noisy.
Be sure to use proper gear oil.... Wrong oil will ruin new rear end.
