The relay and the breaker both check out. Plus the encoder is definitely good. Does the 1520 controller have any 'diagnostic out' pin? The 1268 has an LED on pin 22, but the 1520 has nothing connected there. Do you know of any other definite similarities/differences?

If anyone is interested, it was the controller. Installed Curtis 1268 w/walk away brake and was a direct plug and play. I'm planning on taking the bad one apart next week to see what I find.
