Default 2001 Club Car wont run - controller or OBC?

2001 48v Club Car S/N AC0109-995316
OBC - by Lester #101909902
FNR - rocker style not lever

Recently installed new interstate batteries, cart ran after install, but there was a hesitation of several long seconds from peddle press to cart going.
speed may have been alittle slower than previous

Now cart won't move, no Solenoid click

I have tested key switch, FNR and multi-step pot microswitches, all test good.
Removed Solenoid and tested diode - ok
applied B+ and B- to small solenoid studs and relay engaged. Continuity reading across the large studs. Removed power and no continuity across solenoid, so it seems to test fine.

Current Pack voltage is 50.6v
setup is
Key ON, FNR set to F, Tow/Run to Run, Go peddle off
Solenoid readings:
Big Stud1 (red B+ cable and red/white wire) - 50.6v
Big Stud2 (yellow B+ cable to controller) - 48.7v
small spade lug1 (blue wire) - 49.6v
small spade lug2 (blue/white wire) - 45.2v

Controller readings:
F1 (orange wire to motor) - 0v
F2 (blue wire to motor) - 0v
A1 (green cable to motor) - 48.7v
A2 (white cable to motor) - 48.7v
B+ yellow cable - 48.7v


Setup as above but with GO peddle depressed:
Solenoid readings:
Big Stud1 (red cable and red/white wire) - 50.6v
Big Stud2 (yellow cable to controller) - 0v
small spade lug1 (blue wire) - 49.4v
small spade lug2 (blue/white wire) - 45.0v

Controller readings:
F1 (orange wire to motor) - 0v
F2 (blue wire to motor) - 0v
A1 (green cable to motor) - 0v
A2 (white cable to motor) - 0v

It seems that I'm not getting B- from computer to the solenoid to engage,
any other thing to test to pin down the problem?

I was told this club car is a Regen, but I don't have a Dynamic Braking Solenoid, does this mean it's not a Regen cart?

it appears you have done a great job testing, seems to me your controller isn't doing anything, but sorry I don't have any real answers.

But the pro's should be along to help you very soon.
