Solenoid can be bad even if it clicks it can still no be making contact. Verify you have 36v to the battery side of the solenoid (big post) and none at the controller side. Then press the gas and check for voltage on the controller side.

Before testing remove any pre-charge resistor on the solenoid big posts. And wait for the controller Caps to discharge their voltage if voltage is present on the controller side.

Removed everything and when pedal was depressed it had voltage. None before. It appears to close when it clicks. Motor or speed controller?

Not sure about the drive system. Here is a picture of the controller. Where do I find the drive system info?

Drive system ID is key to getting the right advice, the right diagnosis, and the right parts. Go to Carts Unlimited and click on the "Get help choosing the right stuff" button The first steps show you how to ID the type of drive system your cart has.
Plus there are answers to the upgrade questions everyone has.
