Default DPI Charger- bad capacitor?

I have a DPI Club Car Charger which turns on when I plug it in, but hums very quietly, and only supplies about 2 Amps. I had the same issue with a Powerwise EZ GO charger once, and replacing the capacitor fixed it.

I opened up the DPI, but I don’t see a capacitor. Anyone know why it’s not working?

Perhaps the battery voltage is so low it doesn't sense the battery. Is one of the yellow leds flashing at the same time.

It doesn’t have any LEDs. My batteries are two days old and they charge with my powerdrive charger, even though my OBC is bad.

It’s a DPI Charger for a Club Car. A three pin round plug.

If you are using a BTL model instead of the ACCUSENSE, it needs a working OBC to function.
