Default Have to pull fuse to kill circuit

I have a 2014 EZGO Express S4. The tail lights and USB port stay on even with the key off. To get them to go off I have to lift the fuse. I’m looking all over but don’t see anything. Pulled ignition panel out of dash. Any ideas?

Another thing, how in hell do you get this plate off that has the USB port to in it. Took out rivets and won’t move.

I just looked into an express I just started working on. I'm not sure if a factory or dealer but there might be a green wire connected to 2nd battery in the series. The one that I see is running over to the fuses. I have not seen a converter on this cart yet. That little plate pops off from the bottom, take a little screw driver and it should pop out
