Well not having the 4-pin inline connector eliminates that possibility.

You post an image of the ITS sensor rather than the controller. The is a picture of what I'm pretty sure you have on the brochure I attached to Post#4.

With the ITS sensor is installed in the pedal box and the black and white wires connected, measure the voltage between the black and white wires at the ITS sensor in the pedal box. You ought to get 10V when the pedal is pushed just far enough to make the solenoid click and 6V when pedal is on floor.

If you don't, you've most likely got a broken black or white wire between pedal box and controller, ......or a bad controller.
