When the charger DC cord is plugged into the cart, the OBC senses the relay coil and removes the +48v from the blue wire which puts the Controller in lockout mode.

Since that communication happens only between the OBC and the Controller and the controller stops activating the buzzer on a different pin, that eliminates any possibility of a short or cross-over circuit providing the negative to the buzzer since the buzzer positive comes from the Tow/Run switch and it remains on the buzzer the entire time.

If the issue was because of noise in the speed sensor signal, the cart would not drive "great".

It must be a problem with the Controller reverse buzzer activation FET.
Thank you for the info Sergio! I have a local shop that said they will swap out the controller to see if it fixes the problem, but they will charge a $50 diagnostic fee of course. I found a replacement controller for $150 at Golframa.com *This seems very reasonable based on other prices I've seen, but does anyone else know of a better place to buy one from?

Luke, if you are going to go through all of that, now is a good time to upgrade.

Hi Mooncarter, what are the advantages of upgrading the controller besides speed? When I got the cart it went 14 mph. I now have it lifted with 205/30-14 street tires and it is going 17 mph. I have a high speed magnet coming tomorrow.

There are lots of advantages, including speed. Go to his website and look around. He can also explain much better than me.

I think I will just unplug the beeper for now. Once I get a new controller I will give an update. Thanks again for everyone's advice!
