Without a lift your stock tires are likely 18” tall. You could go to 18.5” with a rim/tire package and size 215/40-12. More tread and slightly larger tire might get you a little speed. I have a 97 DS with Bandit upgraded motor and 22” tall tires with a 5” lift and I do about 18-21mph.
