I think I have narrowed it down to the circuit board with the relay is bad. Can I do the test of jumping/bypassing the relay without being plugged into the cart? I did the test on the bench, not plugged into the cart and the charger would not come on until I jumped the relay and then it did. Is it accurate that way to assume the board is bad? thanks

Most cases that is yes. You can jump the board and charge your cart that way. Just time the charge so not to hurt your batteries by over charging. That will get you by until you replace the board.
