Being an older cart with stock shocks I would look at replacing them first.

I let go the shocks and they are not to short, so I stood on the rear bumper and it seem,s that it would have a better ride without the shocks, so looks like tires and shocks it will be. Thanks guys for the help. I will look into getting a tires like 22 x 11 x 8 to give me the most side wall with 4 ply sounds good, any suggestions on tire size that would be better, I will look into that.
