Default G9 starting/running issues

Its a G9 I rebuilt the engine today. Had the valves and head looked at; no issues there. New piston rings; not bored std size. gaskets and so on. The problem is the same as before I rebuilt the engine. I would crank the engine over and it would try and run. It would fire intermittently and run for a sec or two. It would then stop like it broke something inside then turn over again and try to run. After a while of it doing this I could hold the gas pedal just past the point of start and it would run, then pick up a lot of RPMs and run great then it would slow down and violently start the hard starting problem over again.
Notes: I have two carbs both cleaned Ive tried them both on run to rick blacking the head and spark plug. the other seem to be fine. I have spark I have compression 150-160 psi. I have the valves set to .004. I have everything like the manual tells me to. I also have two ignition packs small black box the mounts to the bottom of the gas tank. I have switched them both out having the same results. I really need to get this thing going for my step father who is sick and would like to have it running again to help him get around the yard. Can some one please help with advise and things I might have not messed with yet. Thank you.

Try to swap out the coil and see if that is it. Sometimes the coil and ignitor will get warm and have issues, but if coil that one is really bad. Neither are common issues. I would also put a spark tester on it and see what is happening, they are cheap....or do that first to make sure you have fire. Pull the carb fuel hose is it pulsing out good? Is tank vented ok? Any cracks in fuel or pulse line will cause problems.

I have pulled the plug and held it close to the engine block cranking the engine to see if I have spark. I do have a blue spark. So I would guess my coil is good. I have two ignitors and have put them both on. I didnt see any change.
My question is that I have one black small ground wire thats not being use, is this common? All my other wires are connected. Does any one have or can take photos of thier wire harness in detail to show me how thier wires are connected. The gas tank has been clean and there is no fuel filter on it right now. Not until I get it started. It also has all new fuel lines and vacume lines.

This may sound crazy, but try this....Your negative battery cable (where it attatch's to the starter/generator) has an 18 gauge wire swedged into the eye end. Cut the small wire off and put an eye end on and attatch it to the starter stud with the negative cable. Make shure the bullit connectors on the wire and harness make good contact. That is the main negative connection for the wireharness and since the ignition works off "open/closed" ground, if bad can make it seem like it's "out of time". It's worth a shot.

Smallblock, the ground wire from the starter being open is exactly what I found with my cart this morning (G8 sputters -no run). The ground wire was broken right where it was first taped into the wire harness. Couldn't find it until I was giving all the wires a good tug. Spiced the wires back together, taped up some bare spots and it runs like it should.

I found some bad wires that were worn through. I replaced them with no change in running. It now tries to run with the pedal barely engaged, but when you press on the pedal it fails to pick up speed and doesn't seem to want to run like it should.
Question: Does the generator have anything to do with when and how it starts? I'm also looking at maybe carb issues? I have a 2nd carb I took apart completely and cleaned it. I;m about to put it back together to see if thats the problem.??
Does the system need a certain amount of amps/volts from the battery to run correctly?

I switched the carbs and the idle screw from the other carb. It will run with a small amount of pedal, but chugs like a model a tractor.
